In addition to stopping the tape, the killer also rewinded it. If Dorothy killed herself, the tape would not have been rewinded to the start.
I'm being a bit pernickety here, but you didn't say the police picked up the camera and pushed play, you just said they played the tape. To me it was implied that they rewound it first.

    The answer is Shaggy Rogers.

A bit of interesting trivia is only 11 ghosts were caught in the 1985-1986 series "13 Ghosts of Scooby Doo" as all of the ghosts were released in the 1st episode and in the sixth episode, they were only recapturing the ghosts that were re-released in the episode.

    Here's another irritating one

Christina was murdered. The murder weapon is a pair of large scissors. However, there are no stab or cut wounds on her. Nor are there any traces of blood or signs of a fight. How did the murderer use the large scissors to kill Christina?

In addition to stopping the tape, the killer also rewinded it. If Dorothy killed herself, the tape would not have been rewinded to the start.
I remember we had a vcr player that would automatically rewind when the tape reached the end so in theory if she had one of these vcrs she might have actually killed herself.
